I can live with reduced time for kicks, but before that I'd like to know when the clock is started on this and who if anyone is looking at the clock

I would likely favour that non-completed scrums don't allow for penalty kicks period

I'm likely happy to see skewed lineout throws ignored if the defending team don't contest, though I do have reservations in theory and how it may play out in practice

But a lot of it is a little nutty, some of it worse than that
